The lowest base bid for the main work, which includes putting in the track, was from W.G. Land Co., LLC, of Champion, Pa., which submitted a base bid of $1,473,000.

Representatives of the architectural firm for the project, EI Associates, Daniel J. Bierzonski and Andy Blaydon, were on hand to open the bids for the two contracts, one called "site renovations and athletic fields" and the other called "new bleachers and press box." Five bids were opened for each one.

In an earlier interview, Blaydon said the planned work involves the construction of a new track and football field in the area of the current "Warrior Bowl" area west of the elementary school.

Meanwhile, the current baseball field would be "re-oriented" with its outfield stretching toward the western portion of the site, he noted.

The project has been the subject of much public comment by residents both pro and con at this year's school board meetings.

At the last board meeting on May 10, those in favor of the project showed up in force to express their support.

According to district superintendent Jeffrey Johnston, 80 percent of the more than 20 people speaking were in favor of the project. He estimated that three-fourths were in favor. Those showing up included 75 track athletes, track coach Ron Kirby said.

"I'm really very pleased with them (the bids)," Johnston said. "I think they are as good as we ever hoped for."

"As for the bids today, I was very pleased with the numbers; I believe there are some bids we can work with," board member Don Brown said.

The "site renovations and athletic fields" contract was bid on in a base bid and there were also four alternate bids.

The base bids were: Boland's Excavating & Topsoil of Conklin, N.Y. ($1,830,000); Charles Construction Co. of Jersey Shore, Pa. ($1,716,357); Smith Site Development, LLC of Whitney Point, N.Y. ($1,812,000); W.G. Land Co., LLC of Champion, Pa. ($1,473,000); and Streeter Associates, Inc. of Elmira, N.Y. ($2,308,000).

The first alternate bid was for paving and lining of the parking area by the concession stand behind the bleachers. The alternate bids were: Boland's Excavating & Topsoil of Conklin, N.Y. ($98,000); Charles Construction Co. of Jersey Shore, Pa. ($98,910); Smith Site Development, LLC of Whitney Point, N.Y. ($92,500); W.G. Land Co., LLC of Champion, Pa. ($132,000); and Streeter Associates, Inc. of Elmira, N.Y. ($242,000).

The second alternate bid was for three lights in front of the elementary school. The alternate bids were: Boland's Excavating & Topsoil of Conklin, N.Y. ($24,000); Charles Construction Co. of Jersey Shore, Pa. ($14,949); Smith Site Development, LLC of Whitney Point, N.Y. ($17,000); W.G. Land Co., LLC of Champion, Pa. ($16,350); and Streeter Associates, Inc. of Elmira, N.Y. ($17,500).

The third alternate bid was for three lights north and east of the elementary school. The alternate bids were: Boland's Excavating & Topsoil of Conklin, N.Y. ($24,000); Charles Construction Co. of Jersey Shore, Pa. ($15,500); Smith Site Development, LLC of Whitney Point, N.Y. ($18,000); W.G. Land Co., LLC of Champion, Pa. ($16,450); and Streeter Associates, Inc. of Elmira, N.Y. ($18,000).

The fourth alternate bid was for a telephone cable between the elementary school and high school. The alternate bids were: Boland's Excavating & Topsoil of Conklin, N.Y. ($5,600); Charles Construction Co. of Jersey Shore, Pa. ($3,000); Smith Site Development, LLC of Whitney Point, N.Y. ($6,000); W.G. Land Co., LLC of Champion, Pa. ($16,500); and Streeter Associates, Inc. of Elmira, N.Y. ($14,000).

With the base bid and all the alternate bids on this part of the project added together, W.G. Land Co. also appeared to have the low amount at $1,654,300.

On the contract for new bleachers and a press box, the base bids were: All Star Bleachers, Inc. of Lakeland, Fla. ($206,780); Dant Clayton Corp. of Westminster, Md. ($213,600); E & D Specialty Stands, Inc. ($233,140); Southern Bleacher Co. of Graham, Texas ($229,410); and Streeter Associates, Inc. of Elmira, N.Y. ($253,000).

An alternate bid on this part of the project was for the deletion of work for putting in a concrete pad under the bleachers. Johnston said the district may decide to do this work itself.

The following alternate bids for this deduction (from the base bid) were: All Star Bleachers, Inc. of Lakeland, Fla. (-$30,972); Dant Clayton Corp. of Westminster, Md. (-$43,855); E & D Specialty Stands, Inc. (-$47,900); Southern Bleacher Co. of Graham, Texas (-$35,000); and Streeter Associates, Inc. of Elmira, N.Y. (-$30,000).

On the base bids for this part of the project, All Star had the lowest at $206,780; however, when the deduction of the alternate bids is applied, Dant Clayton is lowest at $169,745.

Johnston said the May 31 work session could be turned into a voting meeting to vote on the bids. He said this was likely to happen.

The board has authorized financing of $2 million for the project. Johnston said the project came in even a little below the latest estimate of $1.89 million, if all the low base bids and all the alternates are taken into account.
